Issaka K. Souaré ist als Berater für Governance und Mediation in Think Tanks, wissenschaftlichen und politischen Institutionen tätig. Seine Forschungs- und Arbeitsschwerpunkte sind Regierungsführung und Demokratisierung in Afrika, Afrikas regionale Integration und internationale Beziehungen sowie Frieden und Sicherheit. Am PRIF ist er assoziierter Forscher im Programmbereich Glokale Verflechtungen und Mitglied der Forschungsgruppe African Intervention Politics. Er forschte im Projekt „African Non-Military Conflict Intervention Practices (ANCIP)“ zur Beteiligung zivilgesellschaftlicher Organisationen an den nicht-militärischen Interventionen der ECOWAS und Afrikanischen Union in Guinea seit 2010.
