Dissertation
In ihrer Dissertation untersucht Lotta Rahlf die Institutionalisierung von Evaluation und Qualitätssicherung in der Extremismusprävention in zwölf europäischen Ländern. Das Promotionsprojekt analysiert, wie und warum europäische Staaten Evaluation zu unterschiedlichen Graden als Instrument sowohl der Fremdkontrolle (etwa in Förderstrukturen) als auch der Selbstkontrolle (im Rahmen politischer Strategien) einsetzen.
Theoretisch verknüpft die Arbeit Ansätze aus Governance-, Institutionalisierungs- und Evaluationsforschung und entwickelt daraus einen analytischen Rahmen, um nationale Unterschiede bei der Institutionalisierung von Evaluation und Qualitätssicherung systematisch und vergleichend zu kartieren und zu erklären. Empirisch umfasst die Studie einen vergleichenden Überblick über zwölf europäische Länder und die Einbettung von Evaluation und Qualitätssicherung in Förderstrukturen und politische Strategien der Extremismusprävention. Außerdem werden eine Qualitative Comparative Analysis (QCA) zur Identifikation notwendiger und hinreichender Bedingungen sowie vertiefende Analysen zu Deutschland und Norwegen durchgeführt.
Das Projekt leistet in dreifacher Hinsicht einen relevanten Forschungs- und Praxisbeitrag: Es bietet ein theoretisch fundiertes und operationalisierbares Konzept zur Institutionalisierung von Evaluation in der Extremismusprävention, eine vergleichende empirische Kartierung der Extremismusprävention und ihrer Evaluationsstrukturen sowie eine methodische Innovation durch die Verknüpfung von QCA und Process Tracing. Die Dissertation entsteht im Rahmen des von der EU geförderten Marie-Skłodowska-Curie-Doktorand*innennetzwerks VORTEX und leistet damit auch einen Beitrag zur evidenzbasierten Gestaltung europäischer Extremismusprävention.
