Dissertation
In ihrer Dissertation vergleicht Lotta Rahlf systematisch, wie europäische Länder bei der Evaluation von Maßnahmen der Extremismusprävention und -bekämpfung vorgehen. Die Forschung untersucht, wie und warum sogenannte Evaluationssysteme, Gefüge von Strukturen, in denen Evaluationen eingebettet sind, in Europa variieren. Indem sie Evaluationssysteme im Bereich der Extremismusprävention- und Bekämpfung vergleicht und Faktoren untersucht, die ihre Unterschiede erklären, macht ihre Dissertation auf die Vielfalt der Möglichkeiten aufmerksam, mit denen Länder die Generierung von evaluativem Wissen organisieren, um auf zunehmende Forderungen nach evidenzbasierten Präventionsmaßnahmen zu reagieren. Konkret untersucht Rahlf sowohl theoretisch als auch empirisch die Stellschrauben, die Evaluationssystem in einigen Ländern eher zentralisiert und in anderen eher dezentralisiert gestalten lassen. Die Dissertation ergründet somit, warum Evaluierungen von Maßnahmen der Extremismusprävention und -bekämpfung in einigen Länderkontexten stark staatlich kontrolliert werden, während sie in anderen Ländern stärker auf mehrere Instanzen verteilt sind. Neben einem ländervergleichenden deskriptiven Mapping von Evaluationsmanagement im Bereich der Extremismusprävention und -Bekämpfung in Europa wird sie mittels der qualitativen vergleichenden Analyse (QCA) untersuchen, welche Faktoren einen Einfluss auf bestimmte Ausgestaltungen solcher Evaluationssysteme haben. Auf der Grundlage der Ergebnisse wählt Rahlf schließlich drei Länder aus, um ihre jeweiligen Evaluationssysteme anschließend eingehend zu analysieren. Diese Dissertation, die Teil des von der EU finanzierten Marie-Skłodowska-Curie-Doktorandennetzwerks VORTEX ist, hat auch eine hohe praktische Relevanz, da sie es P/CVE-Praktikern und politischen Entscheidungsträgern ermöglicht, von anderen europäischen Kontexten zu lernen.
