African Non-military Conflict Intervention Practices (ANCIP)

“African Non-military Conflict Intervention Practices” (ANCIP) is a competence net­work dedicated to strengthening expertise on non-military peace and security practices by African actors. The project is funded by the German Federal Ministry of Research, Technology and Space (BMFTR) under its funding line for strength­ening peace and conflict research in Germany. The net­work reconstructs the largely over­looked non-military intervention practices of the African Union (AU) and selected regional organizations, analyzes the under­lying bodies of know­ledge and operational routines, and examines their inter­faces with other non-state and international peace­building actors.

During its first funding phase (2022–2026), the network (1) developed an online data­base on non-military interventions by the AU and Africa’s regional economic communities (RECs), (2) empirically reconstructed the intervention practices and routines of specific African actors, and (3) advanced both the theoretical debate and strategic policy advice in this field.

In the second funding phase (2026–2028), the network aims to expand the ANCIP data­base and its visualization dash­board both temporally and geo­graphically, strengthen inter­national co­operation, and establish them as long-term resources for both academia and practitioners. In addition, the project systematically investigates the relationship between non-military and military inter­vention practices, as well as the role of inter­national partner­ships within an emerging global order. In doing so, the network contributes to research on the rapidly changing land­scape of international conflict management and develops policy-oriented knowledge and practical recommen­dations for decision-makers in Germany, Europe, and Africa.

The sub­project based at PRIF examines the inter­sections between military and non-military interventions and their respective practices. Its central conceptual and empirical question is how military and non-military intervention practices are inter­connected, and what implications these linkages have for strategies aimed at promoting sustainable peace. The project contributes to the use and further develop­ment of the ANCIP database while also generating new empirical and practice-oriented insights. Beyond that, it makes conceptual contributions to broader debates within peace and conflict research concerning the relationship between military and civilian approaches. Methodologically, the project also strengthens the still under­utilized field of mixed-methods research in African intervention contexts.
