CBWNet – Compliance with and Enforcement of the Norms Against Chemical and Biological Weapons
Compliance with and enforcement of prohibition norms are crucial factors for the success and effectiveness of international disarmament regimes. In the case of chemical and biological weapons (CBW), these factors also present challenges, as has been highlighted by allegations of CBW norm violations and the use of chemical weapons in recent years. Through theory-guided and policy-oriented interdisciplinary research, this project analyses these challenges, the political processes related to the prohibition of CBW, and their interaction with the prohibition norms. It is carried out as part of the joint research project CBWNet which studies the normative framework of chemical and biological weapons control and develops policy options to strengthen it in a sustainable way.
In our project work we review and process research on international norms and on arms control to derive conditions and means that could support norm compliance and enforcement in the CBW field. We scrutinize conceptions and policies against this background and with regard to their practical application. This includes concepts and practices of verification and other compliance measures, investigations of alleged CBW use, sanctions and other enforcement practices, ways to deal with dual use research and with disinformation, and the role and possible applications of international law in this policy field. In addition, we carry out discourse analyses in the CBW regimes to identify states’ positions on these topics and to trace the political dynamics within the regimes. Finally, we use our research results to generate recommendations and policy options to support efforts to strengthen compliance, enforcement and the related norms in the CBW regimes.
