How Does Germany Respond to Challenges in its Security?

Lieutenant General André Bodemann visited PRIF

On Thursday, May 15, 2025, Lieutenant Ge­neral André Bodemann visited the Peace Research Institute Frankfurt (PRIF). He presented the “Operational Plan Germany” (OPLAN DEU) in the form of a short lecture, which was followed by a dis­cussion with researchers. OPLAN DEU is a classified do­cument developed in response to the heightened se­curity situation resulting from the Russian war of agg­ression against Ukraine. The plan in­tegrates military and civilian services to pro­vide targeted defense in the event of a crisis or war and to en­sure the necessary services for NATO and allied forces.

OPLAN DEU was de­veloped by the Operational Command of the Bundeswehr, which unites the areas of na­tional and alliance defense, international crisis manage­ment, and Bundeswehr assis­tance. After pre­senting the plan’s main features, Lieutenant General Bodemann an­swered PRIF researchers’ questions and dis­cussed implementation challenges.
