The PrEval Monitor 2025 summarises the key findings and practical recommendations from three years of project work by the “PrEval – Zukunftswerkstätten”. Since 2022, PrEval has been connecting science, practice and politics, while also systematically collecting data in order to gain reliable insights into how to strengthen evaluation and quality assurance in the prevention of extremism, political education and the promotion of democracy – in Germany and beyond.
The monitor is now available free of charge to anyone who is interested. The English version of the new PrEval Monitor will be available on the project website from 2026 onwards.

Part I – From Format to Implementation
What framework conditions are needed to successfully implement and establish practical support formats in the long term? In this report, the PrEval partners share insights into the draft concept for an evaluation database, as well as the development and testing of methodology workshops, evaluation consultation hours and customised consulting services. They also make recommendations for the sustainable implementation of these services.
Part II – Monitoring and Analysis
This section focuses on the structures and capacities of extremism prevention and evaluation initiatives, both nationally and internationally. Additionally, the authors present new municipal context data and a case study on the relationship between prevention and political education in Norway and the United Kingdom, demonstrating how these findings can inform the German landscape.
Part III – Evaluation and Digitality
What challenges does digital counselling work in secondary and tertiary prevention present? How is the increasing presence of AI changing political education, and thus its evaluation? This section of the Monitor focuses on the intersection between evaluation and digital approaches.
Part IV – Thinking Ahead About Evaluation
In the final section, the author's reflections turn to the question of how insights from and about evaluation can be used. They ask how the knowledge gained can be used to make a real difference in preventing extremism, promoting democracy, and political education.
