German arms exports at a turning point?

Panel discussion on 15th October, 14:00–16:00

In honor of Dr Bernhard Moltmann’s 70th birthday, PRIF is hosting a panel discussion on the topic of German arms exports policy.

 

Within the German arms exports policy, a paradigm change seems to be in the offing. At first, Minister for Economic Affairs Sigmar Gabriel promised to strictly execute the hitherto prevailing restrictive principles. But in October 2014, the German Federal Constitutional Court defined arms exports as a “core area of executive self-responsibility” and rejected a stronger involvement of the Parliament. Due to the call for greater international responsibility, Germany’s restraint is being under pressure – Berlin is supporting the Kurds against the advance of the Islamic State with weapons, Saudi-Arabia ought to be supported with armors.

 

Is there in fact a paradigm change in sight? If so, is it compatible with Germany’s responsibility for peace? To whom are weapons allowed to be exported?
