Between Diplomacy and War: How Successful are European Sanctions?

Sanctions in the areas of finance, transport, trade and energy were among the Euro­pean Union's first reactions to the Russian attack on Ukraine in February 2022. In just five days, the EU adopted the first three pack­ages of sanctions, followed by seven more by February 2023. While the EU sanctions were initially inten­ded to force Russia to cease hostili­ties as quickly as possible, they are now aimed at res­tricting the Russian regime pol­itically and weakening its military in the long term. But how success­ful is this sanctions policy and how can member states' enforce­ment of sanctions be improved? The question of the effectiven­ess of European sanctions is not only relevant with regard to the Russia-Ukraine war. In the recent past, the EU has adopted a large number of res­trictive measures against i. e. China, Iran or Belarus. The effective­ness of sanctions and the suf­fering they cause to civilian populations raise major questions. In this Crisis Talk, experts from aca­demia and practice discuss the challenges associated with sanctions policy as a response to crises and conflicts.

In crisis situations, the EU, which is character­ized by great hetero­geneity and oriented towards con­sensual opinion-forming, has so far been able to establish common per­ceptions, overcome block­ades and shape integration. In the series Crisis Talks, the Leibniz Research Network “Crises of a Globalized World” explores the question of how Europe should deal with its current and past crises.
